No, not if your domain is registered through me. The letter you received is a scam. They're trying  to confuse you into thinking you owe them something. If you look closely you'll see the notice it isn't a bill at all, but a form designed to take your business away from your existing registrar. You'll notice the prices they're charging are two to three times what I charge.
